Herman Vandenburg Ames foi um historiador jurídico americano, arquivista e professor de história constitucional dos Estados Unidos na Universidade da Pensilvânia e, de 1907 a 1928, reitor de seu pós-graduação. Sua monografia de 1897, The Proposed Amendments to the Constitution of the United States During the First Century of Its History, foi um trabalho marcante na história constitucional americana. Além disso, houve também outras obras em destaque de Ames, intitulados John C. Calhoun and the Secession Movement of 1850, Slavery and the Union 1845–1861, e The X.Y.Z. Letters, este último escrito com John Bach McMaster. Entre seus alunos notáveis estavam Ezra Pound, John Musser e Herbert Eugene Bolton.
