Otto von Kotzebue was a Russian naval officer in the Imperial Russian Navy. He commanded two naval expeditions into the Pacific for the purposes of exploration and scientific investigation. The first expedition explored Oceania, the western coast of North America and passed through the Bering Strait in search of a passage across the Arctic Ocean. His second voyage was intended as a military resupply mission to Kamchatka but again included significant explorations of the west coast of North America and Oceania.

Otto II. Freiherr von Münchhausen was a German botanist. He was Chancellor of University of Göttingen and a correspondent of Linnaeus. He named several species of oaks by the Linnean system, as well as other plants.

Otto Weininger was an Austrian philosopher who lived in the Austro-Hungarian Empire. In 1903, he published the book Geschlecht und Charakter, which gained popularity after his suicide at the age of 23. Parts of his work were adapted for use by the Nazi regime. Weininger had a strong influence on Ludwig Wittgenstein, August Strindberg, Julius Evola, and, via his lesser-known work Über die letzten Dinge, on James Joyce.

Ottokar Theobald Otto Maria Graf Czernin von und zu Chudenitz was an Austro-Hungarian diplomat and politician during the time of World War I, notably serving as Foreign Minister from 1916 to 1918.

Ottokar Lorenz was an Austrian-German historian and genealogist. He was born in Iglau and died in Jena. He was the father of chemist Richard Lorenz (1863-1929).

Ouida was the pseudonym of the English novelist Maria Louise Ramé. During her career, Ouida wrote more than 40 novels, as well as short stories, children's books and essays. Moderately successful, she lived a life of luxury, entertaining many of the literary figures of the day.

Ousmane Sembène, often credited in the French style as Sembène Ousmane in articles and reference works, was a Senegalese film director, producer and writer. The Los Angeles Times considered him one of the greatest authors of Africa and he has often been called the "father of African film". Descended from a Serer family through his mother from the line of Matar Sène, Ousmane Sembène was particularly drawn to Serer religious festivals especially the Tuur festival.

Ove Høegh-Guldberg was a Danish statesman, historian, and de facto prime minister of Denmark during the reign of the mentally unstable King Christian VII.

Publius Ovidius Naso, known in English as Ovid, was a Roman poet who lived during the reign of Augustus. He was a younger contemporary of Virgil and Horace, with whom he is often ranked as one of the three canonical poets of Latin literature. The Imperial scholar Quintilian considered him the last of the Latin love elegists. Although Ovid enjoyed enormous popularity during his lifetime, the emperor Augustus exiled him to Tomis, the capital of the newly-organised province of Moesia, on the Black Sea, where he remained for the last nine or ten years of his life. Ovid himself attributed his banishment to a “poem and a mistake”, but his reluctance to disclose specifics has resulted in much speculation among scholars.

Ovid Demaris was a native of Biddeford, Maine and an author of books and detective stories. A former United Press correspondent and newspaper reporter, he wrote more than 30 books and hundreds of newspaper articles. He graduated from the College of Idaho in 1948 and Boston University in 1950. Previously, he had served in the United States Army Air Forces.
